Damages to economic assets resulting from natural disasters have soared in the past fifteen years, and climate change models forecast intensified exposure to extreme weather in many OECD countries. This OECD review of risk management policies focuses on Japan, because the geography, topography and climate of its national territory subject it to serious natural hazards, especially seismic activity and typhoons. The report looks at Japan's policies in the areas of monitoring, preparing for and responding to floods and earthquakes, seeking out and identifying good practices and areas where improvements could be made. The case studies consider several issues of particular interest to policy makers, such as how to take climate change into account for long term policy planning related to large scale floods, and Japan's unique earthquake insurance scheme for damages whose probability and impact are hard to accurately assess.

The world is becoming increasingly global. This raises important challenges for regulatory processes which still largely emanate from domestic jurisdictions. In order to eliminate unnecessary regulatory divergences and to address global challenges pertaining to systemic risks, the environment, and human health and safety, governments increasingly seek to better articulate regulations across borders and to ensure greater enforcement of rules and their application cross jurisdictions remain largely under-analysed.
This report gathers in a synthetic manner the knowledge and evidence available to date on the various mechanisms available to governments to promote regulatory co-operation, and their benefits and challenges. The review of evidence confirms the increased internationalisation of regulation, which takes place through a wide variety of mechanisms and multiple actors, and highlights a shift in the nature of IRC from complete 'harmonisation' of regulation to more flexible options - such as mutual recognition agreements. Despite growing regulatory co-operation, however, decision making on IRC is not informed by a clear understanding of benefits costs and success factors of the diverse IRC options.

This report examines Malaysia's early experience of implementing regulatory impact analysis (RIA) to support evidence-based rule making. The introduction of RIA is a key element of Malaysia's National Policy on the Development and Implementation of Regulations, launched in 2013. Malaysia has put in place the institutional infrastructure for implementing RIA at a rapid pace, learning from the experiences of a number of OECD countries among them Australia, the Netherlands, Korea and Mexico. However, Malaysia needs to move its attention from advocacy and awareness raising to guiding and supporting regulators to apply RIA. This report's recommendations focus on the need for the government of Malaysia to: consolidate the implementation of RIA over the medium-term; integrate RIA into Malaysia's policy-making processes; and build the capacity inside government necessary for ensuring high-quality RIA. Implementing these recommendations will assist not only Malaysia's domestic policy goals but also promote regional integration in Asia Pacific Economic Cooperation (APEC) and the Association of Southeast Asian Nations (ASEAN) through supporting regulatory convergence.

This report reviews the rationales offered by national governments for including or maintaining certain corporate assets in state ownership. Drawing from responses from 24 countries to a questionnaire based on the OECD Guidelines on Corporate Governance of State-Owned Enterprises (the "Guidelines"), the report aims to provide guidance to authorities seeking to reform or review their ownership policies. It does so, first, by providing provides an inventory of national practices regarding the application of the Guidelines recommendation that governments should develop and issue an ownership policy that defines the overall objectives of state ownership, the state's role in the corporate governance of state-owned enterprises (SOEs), and how it will implement its ownership policy. Second, the report illustrates how the state enterprise ownership policy is applied in situations where new SOEs are created, or when the state decides to terminate its enterprise ownership. Supreme audit institutions have a distinct role in supporting the development of a more strategic and forward looking state. This report assesses the role of Brazil's SAI - the Federal Court of Accounts (Tribunal de Contas da União or TCU) - in enhancing accountability and informing decision making within the federal government. The review focuses specifically on the audit of the Consolidated Year end Government Report (Prestação de Contas da Presidenta de República or PCPR). Although the TCU is a well respected independent government institution and completes the audit of the PCPR in line with constitutional provisions and international best practice, several challenges remain. Deepening TCU understanding of challenges and barriers affecting the use of its audit - especially by the legislature - is critical for enhancing accountability and informing decision making. Moreover, framing clearly and concisely the main findings will make the TCU work audit more accessible and elevate the imperative for action. Creating a more explicit and co-ordinated TCU communication strategy will also improve the value and benefit of the audit findings.

Ce rapport évalue le cadre d´intégrité du secteur public tunisien pour apporter un premier éclaircissement sur les mesures qui doivent être mises en place. Cette évaluation se base sur la Recommandation de l´OCDE de 1998 portant sur l´Amélioration des comportements éthiques dans le service public et les Principes de 2008 de l´OCDE pour renforcer l´intégrité dans les marchés publics. Le rapport comprend également des références aux expériences des pays du Moyen Orient et d´Afrique du Nord dans la mise en place de politiques de promotion de l´intégrité. Les propositions d´action de cette première évaluation fournissent une feuille de route aux autorités tunisiennes en vue de renforcer le cadre d´intégrité dans le secteur public. Elles incluent, parmi d'autres, la réalisation des diagnostics détaillés des vulnérabilités dans le système pour identifier des mesures prioritaires de réforme. En plus, il est conseillé aux autorités d'identifier des mesures prioritaires sur la base des diagnostics developer en coopération avec les parties prenantes. Un accent particulier est mis sur le domaine des marchés publics qui est un domaine particulièrement vulnérable à la corruption.

This comprehensive review of public governance in Spain finds that it shares with other OECD countries the need for a whole-of-government approach to reform. This is especially needed given Spain´s high degree of decentralisation and institutional fragmentation throughout the public sector. The experience of OECD countries with administrative reform is that it is successful when it is not perceived as a one-off exercise, but rather as a process of continuous improvement to constantly identify waste, shortcomings, and opportunities to do things better. This review of Chile's urban policy finds that Chile has undergone significant transformation in the past three decades, including growth in GDP, population levels and urbanisation. This growth has been a key factor in Chile´s success in reaching an improved quality of life. However, Chile ranks lower than many other OECD member countries on a variety of urban-related quality-of-life factors, such as income, housing, jobs and the environment. Chile´s urban and metropolitan development practices have traditionally been sector-driven, and today the need for well-integrated approaches to urbanism are increasingly recognised among urban policy makers. This report examines the economic and socio-economic trends in Chile´s urban areas including population growth, and mounting inequality; it analyses four policy areas with significant implications for national urban programming, specifically land-use and zoning, housing, public transport, and the environment; and it examines possible approaches for revitalising the urban governance structure in metropolitan and urban areas, as well as mechanisms to reinforce strategic planning and service-delivery capacity.
